? with personal letters from Soong and himself asking whether Hong Kong would sign Customs Agreement now (?)

? subject to two amendments. It was obvious that this proposal, which was not submitted officially, was made with a view mainly to damaging interests of Canton and I replied to them that I was against it personally but that if the matter was pressed I would pefer it to

you. I have heard nothing further.

I am strongly of the opinion that, in view of relations now existing between Nanking and Canton,

it is undesirable to sign such an agreement at present.
